When the Museum purchased the collection from the Estate of Robert S. Scurlock, it obtained all rights, including copyright. The earliest photographs in the collection are in the public domain because their term of copyright has expired. The Archives Center will control copyright and the use of the collection for reproduction purposes, which will be handled in accordance with its standard reproduction policy guidelines. Archives Center cost-recovery and use fees may apply when requesting reproductions.

Scope and Contents
A. Philip Randolph seated at a long dining table next to an unidentified woman, with a number of other men also seated at the table. No ink on negative. "7 AGFA SAFETY FILM" edge imprint. No Scurlock number. According to Craig Simpson (e-mail message, 13 Nov. 2012), this image was made March 21, 1940 at the Twelth Street YWCA in Washington, DC. From left to right [are] John P. Davis, Elizabeth Katherine Lewis (daughter of John L. Lewis, CIO), A. Phillip Randolph. The event was honoring Randolph. See National Afro-American issue dated March 23, 1940 page 3 entitled "Congress Head Feted in DC" for similar photograph.
Subseries Restrictions
Collection is open for research. Gloves must be worn when handling unprotected photographs and negatives. Special arrangements required to view negatives due to cold storage. Using negatives requires a three hour waiting period. Contact the Archives Center at 202-633-3270.
