Subseries Rights

When the Museum purchased the collection from the Estate of Robert S. Scurlock, it obtained all rights, including copyright. The earliest photographs in the collection are in the public domain because their term of copyright has expired. The Archives Center will control copyright and the use of the collection for reproduction purposes, which will be handled in accordance with its standard reproduction policy guidelines. Archives Center cost-recovery and use fees may apply when requesting reproductions.

Scope and Contents

A. Philip Randolph posed with two unidentified men. No ink on negative. Ink on envelope: "A Phillip Randolph". "1 AGFA SAFETY FILM" edge imprint. No Scurlock number. On 7/12/2013 correspondent Craig Simpson added: "The man on left is John P. Davis, executive secretary of the National Negro Congress, center is A. Phillip Randolph, president of the National Negro Congress. The man on the right is U. Simpson Tate, treasurer of the National Negro Congress. The photo was likely taken April 26-28, 1940 during the Washington, D.C. National Negro Congress meeting. Randolph would refuse to stand for re-election at that meeting. It appears to be on the stage at the Andrew Mellon auditorium in what was then the Labor Department building at 1301 Constitution Avenue NW. The gathering was held at that location. You will note that the woodwork on the dais is the same as in another photo in the Scurlock collection "A. Phillip Randolph [acetate film photonegative ca 1935-1950] 618ns0179084pg.tif (AC Scan)."

Subseries Restrictions

Collection is open for research. Gloves must be worn when handling unprotected photographs and negatives. Special arrangements required to view negatives due to cold storage. Using negatives requires a three hour waiting period. Contact the Archives Center at 202-633-3270.
